The State Secretariat for Planning and Management (SEPLAG/MT) is the strategic hub of Mato Grosso’s government, tasked with turning planning into results and transparency into public value.
The Annual Management Report (RAG), over 3,600 pages long, was essential but highly inaccessible. Searching for information took days, requiring manual reading, restricted systems, or lengthy formal requests.
Although the state enjoyed solid finances (rated “A” in CAPAG), there was strong demand for modernization, efficiency, and transparency. The mission was clear: transform the RAG from a technical report into a strategic, interactive tool.
CHALLENGE
- Citizens faced slow, complex access to information.
- Managers struggled with overwhelming data, difficult to use in decision-making.
- SEPLAG dealt with inefficiency, poor data usage, and low team morale.
The turning point came when state auditors highlighted the RAG’s potential as a powerful input for government accountability. What was missing was a digital bridge to bring information to life.
THE SOLUTION
Enter Avalia Gov.MT, the first active AI solution applied directly by a Brazilian state government.
The platform combines:
- Interactive dashboards to visualize data in real time.
- AI-powered chatbot (built on Google Cloud), able to answer citizen queries instantly in natural language.
Xertica.ai provided expertise in the Google Cloud ecosystem, tailoring the solution to the public sector while maximizing existing resources for cost-effectiveness.
IMPLEMENTATION
The journey began with a proof of concept alongside Xertica.ai, evolving into prototypes, staff training, and an official launch at the State Legislative Assembly.
Though the chatbot faced early challenges, continuous fine-tuning by SEPLAG and Xertica.ai delivered accurate, reliable, and user-friendly responses.
Impact was clear:
- 84.4% of users found the portal intuitive.
- 89.4% said the chatbot improved clarity and access to information.
What once took days, now takes seconds.
RESULTS
Avalia Gov.MT became a true digital transformation milestone:
- Faster, more efficient access to government data.
- Decisions based on evidence rather than intuition.
- Greater transparency and democratized information access.
- Renewed motivation among planning teams.
Recognitions include academic publications, national conference highlights, 2nd place at the Government of MT’s Innovation Award, and being named a success case by the International Observatory on Participatory Democracy (OIDP).
According to Sandro Brandão, Deputy Secretary of Planning and Digital Government:
“Xertica is more than a technology provider; it is a strategic partner. They combine deep Google Cloud expertise with an understanding of the public sector’s complexity, delivering sustainable solutions with real impact.”
Avalia Gov.MT is not just a platform – it is proof that technology, when applied with purpose, can break barriers and bring governments closer to citizens.
